What a RERA Collection Account Is, and How to Check One Before You Pay

Quick answer

A RERA collection account is the account in the promoter's name that buyers pay into. Seventy per cent of what is collected must then sit in a separate scheduled-bank account, drawn only against certified construction progress. The moment a booking turns real is the moment money leaves your account, and it is usually the moment a buyer knows least about what they are doing. Nobody explains the bank block. It gets forwarded as a screenshot, you copy the digits, you transfer. This page takes ACE Arte's own published account apart line by line, because ACE prints it on their price list, and by the end you should be able to read any developer's payment instruction and know whether it is the right one.

What is a collection account, in plain terms?

It is one bank account, in the promoter company's name, tied to one registered project, that every buyer of that project pays into. Not the promoter's general business account. Not an account for a different project by the same builder. One project, one designated account, and the project's name written into the account name so the tagging is visible on the face of it.

That last detail is the point. When an account is named for the project, a transfer into it is self-documenting. You can look at your own bank statement six months later and see which project your money went to. That is not an accident of formatting; it is the whole design.

Where does the 70 per cent rule come from, and what does it do?

From section 4(2)(l) of the Real Estate (Regulation and Development) Act, 2016, which sets out the declarations a promoter signs on affidavit when registering a project. Clause (D) is the one that matters here, and it is short enough to read in the original:

that seventy per cent. of the amounts realised for the real estate project from the allottees, from time to time, shall be deposited in a separate account to be maintained in a scheduled bank to cover the cost of construction and the land cost and shall be used only for that purpose:

Provided that the promoter shall withdraw the amounts from the separate account, to cover the cost of the project, in proportion to the percentage of completion of the project:

Provided further that the amounts from the separate account shall be withdrawn by the promoter after it is certified by an engineer, an architect and a chartered accountant in practice that the withdrawal is in proportion to the percentage of completion of the project:

Three mechanics in one clause. Seventy per cent of what is realised goes into a separate scheduled-bank account. It comes out only in proportion to how much of the project is built. And that proportion is not the promoter's own assertion: an engineer, an architect and a chartered accountant in practice each certify it before the money moves.

What the rule buys you is worth stating carefully, because it gets oversold in both directions. It is not insurance. It does not guarantee delivery, and it says nothing about the remaining thirty per cent. What it does is stop the majority of one project's collections being spent on something that is not that project, and it makes the release of that money conditional on work actually having been done. Ring-fenced, not guaranteed. Hold both.

Is the account I pay into the escrow account?

No. This is the most useful thing on this page and almost nobody says it out loud.

Money arrives in the collection account. The protected seventy per cent is then held in a separate account. Those are two different accounts doing two different jobs. The one whose number you are given is the first one, the receiving account, and it is not itself the ring-fenced one. So when a sales conversation reassures you that your booking amount is going straight into an escrow account, that sentence describes a structure that is not how the mechanism works, regardless of who says it.

Knowing this changes what you ask for. You are not looking for proof that your specific rupees are locked. You are looking for proof that you are paying into the correct designated account of the correct promoter for the correct project. That is checkable, and it is the check that actually protects you.

What does ACE Arte's published account look like?

ACE prints the block on the price list itself, which is why we can publish it here rather than describing it vaguely. The left column below is the field label as the UP-RERA register writes it, so you can line the two sources up against each other.

Read the account name once more and notice what it is doing. It carries the promoter entity, then the words COLLECTION ACCOUNT, then FOR ACE ARTE. Three pieces of information in one string: who holds it, what kind of account it is, and which registered project it belongs to. If a payment instruction you receive is missing any one of those three, you do not yet have enough to transfer on.

How do you read the cheque favour line?

If you are paying by cheque or demand draft, the price list prints the exact string to favour:

Take it apart:

  • ACE INFRACITY DEVELOPERS PVT. LTD. is the promoter entity. A cheque favouring anything else is a different transaction to a different party, whatever anyone tells you it is for.
  • RERA COLLECTION A/C is the designation. It says this is the project collection account rather than a general company account.
  • - ACE ARTE, after a plain hyphen, tags the money to this registration. A promoter with several projects has several such accounts, and this is what separates them.
  • Payable at Delhi tells you where the instrument is payable. Worth knowing before you write it, particularly if you are banking from outside the NCR.

Write the string exactly as printed, including the plain hyphen. Do not tidy it, do not substitute a longer dash, do not drop the A/C to save space and do not abbreviate the entity. Banks match payee strings literally, and a helpful improvement is the most common way a correct payment becomes a returned one.

What should you check before transferring anything?

  1. The payee is the promoter company, in full. Not a person, not a proprietorship, not a marketing firm, not a channel partner, and not us.
  2. The project name is in the account name. ACE Arte's account carries FOR ACE ARTE in the holder name and the project after the hyphen in the cheque line.
  3. The bank and branch match. ICICI Bank Limited, Branch Sector-132 Noida.
  4. You have the instruction in writing from the developer. Not a forwarded image, not a number read out on a call, not a WhatsApp message from a number you cannot place. Get it from the developer and compare it character by character with the price list and with the register entry.
  5. Your receipt names the project and the registration. UPRERAPRJ528653/07/2026 should appear on the receipt, not only on the marketing material.
  6. You have looked the account up yourself. The register carries Project Bank Details as a section, and the five-step process for opening a project's own UP-RERA record gets you there in a few minutes. Three sources agreeing is a good place to transfer from. Two is a conversation. One is not enough.

What is a RERA collection account?

It is the bank account, held in the promoter company's name and designated for one specific registered project, that buyers of that project pay into. Every instalment lands there first. It is the account a developer is supposed to give you in writing, and the one whose details appear on the register under Project Bank Details, with fields for account number, name of account holder, bank name, branch name, branch address and IFSC code.

Is the collection account the same as the RERA escrow account?

No, and this is the single most useful thing to understand before you pay. Money arrives in the collection account, and seventy per cent of what is collected is then required to sit in a separate account maintained in a scheduled bank, restricted to that project and drawn against certified construction progress. So the account you transfer into is the account from which the protected share is moved, not the protected account itself. Anyone telling you your booking amount lands directly in escrow has described the wrong structure.

Why does the first payment matter more than the rest?

Because of when it lands. Under the ACE Arte 20X5 plan, decoded milestone by milestone, ten per cent falls due on booking and a further ten per cent within thirty days. That is a fifth of the base sale price moving before a single construction-linked milestone is reached. It is the fastest money in the whole schedule and the money you have had the least time to check, which is exactly the combination a fraudulent payment instruction is built for.

The same care applies earlier still. The published expression of interest amounts are ₹10,00,000, ₹15,00,000 and ₹20,00,000 depending on configuration, first come first served against a priority number, with the price list stating that the full payment is refunded without any deduction if a unit is not allotted. Before you send an EOI, ask in writing which account it is going into and get the refund condition confirmed on the same sheet. Who never gets your money?

An individual. A proprietorship. A marketing company. A channel partner, and that includes Vidastu Advisory.
